Re: WVSA Coronavirus Action Plan Updated by the WVSA BOD 5/19/202

Update 5/19/20

WVSA hopes that everyone is staying safe and healthy in this trying time. We all hope to be able to get back to normal as soon as possible. We continue to be in consultation with WV State Government and Health authorities as we attempt to navigate this crisis. WV Soccer Association is continuing the suspension all practices, games and events for all member clubs, leagues and teams, both youth (grassroots and travel) and adult, until 5/31/20.

The WV Governor’s Office has indicated a start date for Outdoor Youth Sports for June 8. 2020 At this time it is not clear if limited activities will be permitted before that date. WVSA will monitor the recommendations of the WV Governor’s Office and local medical authorities and will readdress the situation as we get closer to 5/31/20 to see if further action is warranted. Thank you for your patience and understanding.

WVSA has established a Return to Play Task Force that is working with USYS, USSF, USASA, the WVSA Insurance Carrier, the WV Governor’s Office and other entities to establish guidelines for clubs when play is allowed to resume. WVSA has developed a three-phase plan for returning to play. The plan has been submitted to the WV Governor’s Office for review. Once the plan has been approved, we will share it with our members.   WVSA has developed a survey to collect the opinions of WVSA members on returning to play. Please take time to complete this anonymous survey:  https://www.surveymonkey.com/r/99PX26P

WVSA will continue to hold conference calls for the WVSA BOD / Staff and all Travel and Recreation Clubs as the situation requires.

USYS has extended the suspension of USYS Regional and National Programs until 5/31/20. USYS is allowing state associations to determine dates to resume play based on local situations. USASA continues to suspend all play for regional and national events and will also allow state associations to determine their return to play based on local conditions. US Soccer is also suspending all in person coaching and referee activities until 6/1.

We are proactively engaged in ongoing communications with all travel providers, related government agencies, and our soccer community at the national, regional and local level.

Due to recent developments with US Soccer, US Youth Soccer, US Adult Soccer and the WV Governor’s Office, WV Soccer Association is suspending, effective immediately, all practices, games and events for all member clubs, leagues and teams, both youth (grassroots and travel) and adult, until 4/30/20. WVSA will readdress the situation at that time to see if further action is warranted. Thank you for your patience and understanding.

WVSA Board and Staff are working on setting up a series of conference calls for member clubs and leagues. We hope to set up calls by district for club leaders later this week or early next week.

WVSA program updates

USYS announced today that all Regional and National Cup events are cancelled for 2020. WVSA will be having a conference call Wednesday 4/1 at 8PM with the State and Presidents Cup Clubs and all other travel clubs to update everyone. Call information will be sent out Wednesday.

All WVSA Programs, Cups, Coaching and Referees are planning for the resumption of play and are working with USYS, USASA AND US SOCCER to be ready to proceed when play resumes.  WVSA Member Clubs are encourage to plan ahead for a resumption of play as to be able to resume programing when given the go ahead.

USYS also recommends that every State Association requests that registered players or team officials who have come in contact with anyone diagnosed with coronavirus, or if they become infected themselves, should alert their club. WVSA Member clubs should notify the WVSA Risk Management Coordinator. It is not necessary to send the names of those persons, just their club, team and age. The club and WVSA must keep this information secure.

Insurance:  General insight (e.g. from K&K, formerly Pullen) that State Associations should consider in its local decision making. Excess Medical policy:  No coverage provided because the policy is specific to accidents not illnesses.

Liability:  Our broker has said that, while no official position from the insurance agent has come, he has communicated that there is no exclusion and a claim would be covered.  If a decision by the state association was made to prohibit activity/training, then those activities (should they occur) would not be considered a sanctioned event and would not be covered.

Please know that we are watching the situation carefully and will continue to proactively share updates as they impact our organization. The safety and security of our soccer community is, and always will be, our highest priority!

In addition to our organizational efforts, USYS encourages our soccer community to take all reasonable measures to mitigate the risk of COVID-19 in their daily lives. Coronavirus and influenza are spread by exposure to droplets via coughing and by contact with surfaces touched by an infected person. Touching an infected surface and then touching your face, eyes, mouth or nose is a preventable route of transmission.

Here are some basic rules to help you and your family stay safe:

  • Wash your hands frequently with soap and water (at least 30 seconds).
  • Avoid touching your mouth, eyes or nose with your hands.
  • Clean or disinfect all areas of your training area after every use.
  • Use alcohol-based sanitizers in addition to frequent handwashing. Carry small bottles of alcoholic disinfectant to use when hand-washing facilities are unavailable.
  • During camps, training and tournaments, maintaining hygiene is extremely important. Clothes should be washed after workouts.
  • Support your immune system with a varied, vitamin-rich diet with sufficient vegetables and fruit to help prevent infections. Fruit containing vitamin C, such as oranges or grapefruits, are particularly important.
  • Keep hydrated and drink enough to keep mucous membranes moist.
  • Flu vaccines are always recommended.
  • If an athlete, coach or staff member has symptoms such as coughing, fever or general malaise, they should contact their physician, should NOT attend practice and should consider self-isolation until evaluated by medical personnel.

As a source of information and support, WVSA, USYS, USSF, and USASA will continue to provide up-to-date information and resources when available to aid in information distribution, event preparation and organizational response. We will continue to make all efforts to ensure that our members and athletes are informed, safe and ready to compete.

The COVID-19 virus is significantly impacting our country and we wanted to share some important information with you from the Centers for Disease Control and Prevention (CDC). This information involves the implementation of mitigation strategies for communities with local COVID-19 transmission and the guiding principles that the CDC is recommending [CLICK HERE].

It is important that we as leaders of youth soccer work closely with our national, state and local government agencies to combat this pandemic. As noted by the CDC, the social, economic, mental, and physical health of our communities are paramount. As leaders, it is critical that we help manage the stress and anxiety of this situation.

Re: URGENT – WVSA Changes

After much thought, careful consideration and consultation with health department professionals, WVSA has decided to postpone all WV State League matches scheduled for March 14-15 and March 21-22, 2020. These matches will be made up the weekend of May 2-3, 2020 at the Shawnee Sports Complex in Dunbar.

Also, the WVSA Grassroots Coaching Courses scheduled for March 14th in the Charleston area have been postponed. A new date will be announced in the next few weeks.

WVSA encourages grassroots (recreation) clubs to review their local conditions and make any necessary decisions regarding future practices and matches.

WVSA also encourages travel clubs to review local conditions and conditions in the areas they plan to travel to and plan accordingly regarding future trainings, matches and events.

WVSA is sensitive to concerns of our members and the safety of our players over the coronavirus situation. This decision is in line with the decisions our member organization, US Soccer Federation and US Youth Soccer, to cancel or suspend events like Major League Soccer, Jefferson Cup and Nike Spring Thaw.

Re: WVSA Coronavirus Action Plan

Given current health and travel concerns, WVSA wanted to provide you with an overview of the steps US Soccer, US Youth Soccer, US Adult Soccer and West Virginia Soccer Association is taking to keep our community safe and informed. We are proactively engaged in ongoing communications with all travel providers, related government agencies, and our soccer community at the national, regional and local level.

First, all West Virginia State League matches scheduled for this weekend and next weekend will be played as scheduled on their scheduled day, time and location. We will continue to monitor the situation closely and provide immediate updates when necessary.

Secondly, West Virginia Soccer Association is implementing a policy where all pre-match and post-match handshakes, fist bumps and any other social contact with players and match officials are suspended, effective immediately. WVSA hopes to limit unnecessary direct contact. We will keep you up to date when we will lift this policy.

Finally, WVSA member clubs/leagues are strongly encouraged to follow local, state and national guidelines concerning this issue. If your local government or health department is providing your club/league with directives for your area, please contact WVSA immediately so that we can stay informed with what policies are being implemented in your local area.

Some events have been cancelled, including US Youth Soccer’s National League play in Las Vegas. US Youth Soccer has also cancelled all upcoming international travel events.

USYS and WVSA encourages all clubs/teams heading out of state for tournaments, showcases and events to take extra precautions to remain safe. Please stay in contact with event officials to make sure the event is still “on” and make sure you understand the hotel cancellation policies in effect for the event. Also, please stay informed to the health situation of the area you are traveling to for your event and each club should determine if they wish to attend a particular event.
