Re: New Assessment Procedures
Date: September 1, 2009
We are currently sending out information to all assessors to announce the start of the new assessment procedures. You have been copied on all correspondence. We have uploaded over 109,000 referees into ussoccer.gameofficials.net along with over 1,600 assessors from the U.S. Soccer Referee data base. No grade 9 referees were uploaded at this time.
Ussoccer.gameofficials.net is the parent data system that contains all the referees, assessors, SRAs and SDAs registered for 2009 in this system. There are two groups within the parent: U.S. Soccer ? Assessments and U.S. Soccer ? Pro. You are in both groups.
U.S. Soccer ? Pro
This is the current assignment/assessment system. It is used strictly for pro assignments and games assigned directly by U.S. Soccer. Assessments for these games are assigned in advance and accepted/declined by the assessor.
You will have to?Change Identity? to the ?Assessment Group? when viewing a non-pro (Out-of-System) assessment. The ?non-pro? or ?out-of-System? assessment is now any assessment that is not assigned by and through the on-line system.
U.S. Soccer ? Assessments
This is the group that will be used for all assessments not contained within the Pro group. The present Out-of-System assessments from this point forward will be done in U.S. Soccer ? Assessments since it contains a listing of all registered referees.
This is an after-the-fact assessment reporting system. Assessors will be assigned to games per their state association?s normal protocol/procedures. You can not post assignments in this site prior to the game starting. The assessors enters the information after the game and assessment are completed. The system looks for the game official?s information, not the game number. Once the assessment is done, the assessor logs in to ussoccer.gameofficials.net and enters their assessment information (game info, officials? names and assessment data) in U.S. Soccer ? Assessments. SDAs and Assessors will not be allowed to enter games for future dates. This group is not an assignment program for the states.
An assessor will have the ability to search for the officials on the game through several different parameters ? USSF ID, Name, State Association, Month and Day of birth (not year). This will search the entire database of registered referees in this system. The referee database in ussoccer.gameofficials.net will be updated periodically from the U.S. Soccer database.
Completed assessments will be emailed to the officials with a PDF link. We will add the ability for the official to log in and view his/her assessment on-line at a later date.
Assessment Review
Assessors will be able to view their assessments, either done in their state or out, at any time by logging into the system. National Assessors and Referee Inspectors will have the ability to review assessment information in both the Pro and Assessment groups.
State Directors of Assessment and State Referee Administrators will also be able to view assessments in both groups, but will be limited to accessing reports for officials and assessors registered through their state association. This includes assessments anywhere in the country, inside or outside the state association. As long as the official is registered within their state association, they will be able to view the assessments. This also applies to assessor?s assessments, no matter where they do the assessment in the country. If there are officials on the crew that are not from their state, they will not be able to view the assessment information for that official.
Assessor Log In
The initial roll out will be to SRAs, SDAs and assessors only. Referees will be added at a later date once we see what issues we have with 2,000 plus people rather than 109,000 plus.
Assessors that have login usernames and passwords will keep the same username and password and the system will remember which group they logged in last and take then to that one. If you received this email, it means you already have a login username and password.

Username Same as you are using now
Password: Same as you are using now
Assessors that do not have a current username and password will be sent an e-mail with their username and password.
SDAs and SRAs will be able to see the list of assessors (no username and password) and get a report with the assessors registered through their state association in the Report function of the system.
Documentation/Tutorial
Basic documentation and an on-line tutorial will be available on each assessor?s home page after they login. SDAs/SRAs will be notified. They will be able to download both items.
2009 Registration
Only registered assessors will be able to enter information.
Referees and Assessors not registered for 2009 will be ?disabled? (cannot be seen or used) but can be reactivated once information is confirmed through the USSF registration database.
If you know a referee or assessor who is not listed but they think they should be registered for 2009, please have them contact their SRA/SDA for clarification. We will only accept registered lists directly from the U.S. Soccer Registration database.
