PART I—GENERAL POLICIES

POLICY 101—STATE REFEREE PROGRAM

Rule 1. ESTABLISHMENT AND PURPOSES

Section 1. West Virginia Soccer Association, Inc. establishes a State Referee Program for the State Associations.

Section 2. The purposes of the State Referee Program are—
(1) To carry out the National Referee Development Program of the United States Soccer Federation through the SRP; and
(2) To develop the quality and quantity of Federation referees, assessors, instructors, and assignors, and register those referees, assessors, instructors, and assignors required to serve the Association in achieving excellence in officiating, governance, education, and administration.

Rule 2. DEFINITIONS

In this policy—
(1) “Federation” means the United States Soccer Federation, Inc.
(2) “WVSA” means the West Virginia Soccer Association, Inc.
(3) “SAC” means the State Referee Assignor Coordinator provided for under Rule 7 of this policy.
(4) “SDA” means the State Director of Referee Assessment.
(5) “SDI” means the State Director of Referee Instruction.
(6) “SRA” means the State Referee Administrator.
(7) “ SRC” means the State Referee Committee provided for under Rule 3 of this policy.
(8) “SRP” means the State Referee Program established under this policy.
(9) “Technical Staff” means the SRA, SYRA, SDA, and SDI.
(10) State Associations ” means WVSA.
(11) “DRR” means the District Referee Representative

Rule 3. STATE REFEREE COMMITTEE

Section 1. There is a State Referee Committee. The SRC is responsible for carrying out this policy, including the development of the SRP in—
(1) Administration;
(2) Registration;
(3) Recruitment;
(4) Instruction;
(5) Mentoring;
(6) Assessment;
(7) Retention; and
(8) Assignment.

Section 2. The SRC is composed of the following:
(1) The Chairman;
(2) The SRA;
(3) The SDA;
(4) The SDI;
(5) The SAC;
(6) One DRR from each district of the WVSA; and
(7) The President of WVSA, who shall be an ex-officio (non-voting) member.

Section 3. (a) Each voting member of the SRC referred to in Section 2 of this rule has a term of two years and may be re-appointed. A voting member may continue to serve until a successor is appointed. The term of each voting member shall begin on January 1 of each of the years specified in Section 4 of this rule.

(b) Each voting member of the SRC is discouraged from holding any office in a referee association to avoid any real or perceived conflict of interest between the member’s responsibilities to the SRP and the referee association.

Section 4. Each of the voting members of the SRC referred to in Section 2 of this rule shall be appointed as follows:
(1) The Chairman, appointed by the State Association for terms beginning in odd-numbered years.
(2) The SRA, appointed by the State Association for terms beginning in odd-numbered years.
(3) The SDA, appointed by the State Association on the recommendation of the SRA and SCR Chair with the concurrence of the National Director of Referee Assessment, for terms beginning in even-numbered years.
(4) The SDI, appointed by the State Association on the recommendation of the SRA and SRC Chair with the concurrence of the Federation Regional Referee Instructor and National Director of Referee Instruction, for terms beginning in even-numbered years.
(5) The SAC, is appointed by the State Association on the recommendation of the SRA and SRC Chair
(6) The DRR (one from each of the six districts is appointed by the State Association on the recommendation of the SRA and SRC Chair

Section 5. The SRC shall meet at times, dates, and places determined by the SRC, but shall meet at least four times a year. Proceedings of the SRC shall be conducted in accordance with the latest authorized version of Robert’s Rules of Order. A meeting of the SRC shall be called on the request of any three members of the SRC. Each voting member of the SRC shall have only one vote.

Section 6. The Chairman shall preside at all meetings. In the absence of the Chairman, the SRA shall preside.

Rule 4. SPECIFIC SRC RESPONSIBILITIES

In carrying out this policy, the SRC shall develop and oversee the implementation of the following activities and programs:
(1) The adoption and revision, as appropriate, of job descriptions for all positions of the SRP;
(2) The timely submission of registration forms of referees, assessors, instructors, and assignors;
(3) Procedures for upgrading referees;
(4) Scheduling, instruction, and testing for recertification;
(5) Cooperating with the Federation National Referee Office in the use of computer-related systems;
(6) Determining the level and number of games a referee must officiate annual to recertify at the referee’s existing grade level;
(7) Developing a recruitment program that identifies prospective candidates through advertising, promotional articles, and speaker bureaus;
(8) Scheduling, instruction, and testing for new referees, assessors, instructors, and assignors;
(9) Providing clinics for all levels of referees, assessors, instructors, and assignors and producing training aids under the guidance of the SDI;
(10) Training and recruitment of assessors under the guidance of the SDA;
(11) The coordination and assignment of assessors to youth and amateur games, including the assignment of assessors to meet the assessment needs of referees;
(12) Providing for mentoring promising referees;
(13) Retaining currently registered referees, assessors, instructors, and assignors, including the direct communication with them through the use of publications and other means;
(14) Compiling and providing a list of registered referees for use in assigning games within the jurisdiction of the State Association;
(15) Being the Referee Discipline Committee considering and deciding appeals of decisions of hearing committees when game officials are found guilty of misconduct;
(16) Setting the priority of assignments for state-level competitions; and
(17) Overseeing the coordination and assignment of referees for competitions of the West Virginia Soccer Association
(18) Providing referees for competitions of USASA and USYSA

Rule 5. FINANCE

Section 1. The fiscal year shall be from September 1 of one year through August 31 of the following year.

Section 2. The WVSA shall provide for fiscal controls and accounting procedures, consistent with generally accepted accounting principles, it considers appropriate to ensure the prudent use, proper disbursement, and accurate accounting of all money of the SRP, including having a review or audit of the accounts of the SRP conducted annually. All funds of the SRC shall be deposited in the WVSA general account.

Section 3. The SRA, with assistance from the other members of the technical staff, shall prepare a proposed annual budget for the SRP. The proposed budget shall be submitted to the SRC not later than July 15th of each year for its approval. On approval of the budget by the SRC, copies of the budget shall be provided to the State Association for approval and inclusion with the WVSA budget.

Rule 6. RESPONSIBILITIES OF THE CHAIRMAN AND THE TECHNICAL STAFF

Section 1. The Chairman of the SRC—
(1) Has overall supervisory responsibility for carrying out the SRP; and
(2) Shall appoint for the State Association hearing committees to consider and decide cases involving complaints of misconduct away from matches by game officials.

Section 2. The SRA—
(1) Is responsible for the operations and administration of the SRP and supervises the technical staff, the SDA, SDI, SAC, and the DRRs; and
(2) Serves as liaison between the Federation's Referee Committee and the SRC.

Section 2-A : State Youth Referee Administrator (SYRA)
(1) Is responsible to assist in carrying out the State Referee Program (SRP) administered by the State Referee Committee (SRC) for the State Association of West Virginia Soccer Association.
(2) to assist with carrying out the National Referee Development Program of the United States Soccer Federation through the SRP.

Section 3. The SDA shall carry out the National Referee Assessment Program for the SRP.

Section 4. The SDI shall carry out the National Referee Instructional Program for the SRP.

Rule 7. STATE REFEREE ASSIGNOR COORDINATOR

Section 1. The SRP has a State Referee Assignor Coordinator appointed by the State Association on the recommendation of the SRC. The appointment shall be for a term of two years beginning on January 1 of each odd-numbered year. The SAC may be re-appointed and may continue to serve until a successor is appointed.

Section 2. The SAC reports to the SRA and is responsible for coordinating referee assignments by referee assignors registered with the SRP.

Rule 8. DISTRICT REPRESENTITIVES

Section 1. The SRC shall establish areas within West Virginia for the representation of the SRP. Each area shall have a District Representative of Referees (DRR). They are responsible for representing the referees to the SRP within their area and shall report to the SRC.

Section 2. Each DRR shall be appointed by the SRC with the approval of the SRA for a two-year term (except as otherwise provided in this subsection) and may be re-appointed. DRRs may continue to serve until a successor is appointed. The terms of the DRR shall begin on January 1 and shall be staggered so that, as nearly as practicable, half of the terms shall begin on January 1 of odd-numbered years and half of the terms begin on January 1 of even-numbered years. The initial appointments made in 2001 for terms beginning in even-numbered years shall be only for a term of one year.

POLICY 102—TRAVEL EXPENSES

Rule 1. GENERAL

The purpose of this policy is to provide the requirements and procedures for travel expenses incurred for the West Virginia State Referee Program (SRP). It is the policy of the SRP that persons carrying out activities for the SRP should not be penalized nor profited in carrying out those activities.

Rule 2. GENERAL TRAVEL AND REIMBURSEMENT REQUIREMENTS

Section 1. Payment by State Office Only. All payments for travel and other reimbursable expenses will be paid through the WVSA Office by check. No payment will be made from cash funds at an event or program.

Section 2. Reimbursement Request Forms* Must Be Used. Reimbursement Request forms must be used by anyone requesting reimbursement for travel expenses. All information requested on the form is required: name, address, title/position, dates, signature, etc.

Section 3. Original Receipt Requirement. All reimbursements (except for mileage) must be submitted with an original receipt in order to be reimbursed. For amounts of $25 or less, when no receipt can be obtained, the person must submit a personal, signed statement indicating the date, amount, and nature of the expenditure made by that person.

Section 4. Meal Expense. Costs of meals plus tips may not exceed $10 for breakfast, $15 for lunch, and $20 for dinner. Alcohol is not a reimbursable expense. Exceptions from these maximums may be made on an individual basis.

Section 5. Air Travel. Air travel will be at the lowest coach class airfare available to the destination. Air travel arrangements are to be made as far in advance of the date of travel as is possible under the circumstances to ensure the lowest possible fare. All air travel should be made by or in consultation with the WVSA office.

Section 6. Mileage. Reimbursement for mileage is at the WVSA allowance rate in effect at the time of the travel. Reimbursement is not authorized and will not be paid for mileage that is less than a 50-mile radius from the traveler’s home. Mileage reimbursement may not exceed the lowest coach class airfare to the place of destination.

Section 7. Rental Car. Prior to rental of a car, consideration should be given to its required use and other transportation alternatives. The use of rental cars is encouraged when the cost of a rental car is less than the cost of mileage or other means of transportation, such as airport limousines or taxis. The person may only rent an economy or compact-sized car, except when three or more individuals are traveling together and using the car. Itemized rental receipts and payment receipts are required.

Section 8. Timely Submission. The WVSA Office, through the SRA or SRC, must receive a Reimbursement Request form within 45 days from the date the expenses are incurred. However, expenses incurred in August should be received at the Office no later than September 15th due to the end of the fiscal year.

Section 9. Payment for Expenses of Other Persons. Expenses incurred for other persons should only be for persons eligible for reimbursement from the SRP and have not been submitted on any other Reimbursement Request form. You must complete the Reimbursement Request form and then enter the names and titles/positions and amounts of those expenses on the Other Party Expense* form. Please note that the detailed amounts on the Other Party Expense form must add up to the total entered on the Reimbursement Request form.

Section 10. Approval. Only the Chairman of the State Referee Committee (SRC), the State Referee Administrator (SRA), and the WVSA Executive Director have approval authority.

Section 11. Completed Reimbursement Request Form. A completed Reimbursement Request form with original receipts attached should be submitted directly to the SRA. An incomplete or improperly completed request may cause a delay in processing and may cause the form to be returned to the person submitting the form. Faxed or photocopied receipts are not acceptable.

Section 12. Review of Form. The SRA will review each Reimbursement Request form for completeness and accuracy and will forward the form, with supporting documentation, to the State Office for approval. Only a request that is complete and adheres to this policy will be forwarded for approval.

Section 13. Payment. On receiving the approval of a request, a check will be issued by the State Office.

Section 14. Denied Request. A Reimbursement Request form that is denied will be returned to the person submitting the form.

*Copies of the Reimbursement Request form and the Other Party Expense form are found in the WVSA Manual and available from the State Office.

POLICY 103—PARTICIPATING OUTSIDE STATE OF REGISTRATION

Rule 1. GENERAL

Section 1. Referees, assessors, and instructors from other states and countries may be invited to participate in USSF referee activities held in West Virginia. The State Referee Committee strongly encourages this practice as it brings increased value to the players, referees, and spectators at these games or events.

Section 2. Similarly, referees, assessors, and instructors from West Virginia may travel to other states to participate in USSF referee activities. Again, the State Referee Committee supports such travel as it increases the experience of referees, assessors, and instructors from West Virginia and often helps out programs in other states.

Section 3. However, referees, assessors, and instructors coming into West Virginia have often been in violation of Federation policies and proper protocol. Further, our referees and assessors traveling to other states sometimes find that their games and assessments do not count because proper procedures were not followed.

Rule 2. REFEREES

Section 1. The USSF administrative manual states that any referee traveling outside his or her home state "must inform the SRA/SYRA when traveling out of the state association to work games provided they have met their obligation to the state association." This means that any referee from West Virginia traveling to another state must have permission of the SRA. Such permission can be obtained by contacting the SRA. As long as the referee is in good standing and has fulfilled his or her obligations to the State Referee Program, permission will be granted. Referees wishing to travel to another state for an assessment must have permission from the West Virginia SDA who will then contact the SDA in the state to which the referee is traveling.

Section 2. While USSF policies do not require a referee coming into West Virginia to provide written permission from his or her SRA before being allowed to referee in West Virginia, it is the policy of the State Referee Program that names of visiting referees be forwarded to the West Virginia SRA. The West Virginia SRA will then verify that visiting referees are currently registered with the USSF and, if needed, contact the referee's SRA to ensure the referee is in good standing. Further, the West Virginia SRA can help to verify that referees coming in from another country are properly certified and have the necessary legal documents required to work in the United States. Anyone inviting referees from out of the state should forward the names to the West Virginia SRA.

Rule 3. ASSESSORS

USSF policies and procedures specifically prohibit assessors from traveling to another state to conduct assessments without the specific approval of the assessor's home state SDA and the SDA in the state where the assessment will occur. Furthermore, proper protocol dictates that an assessor traveling out of state first get permission from his or her own SDA and then from the SDA of the state the assessor visiting. Any assessment given by an assessor without these permissions could be considered to be invalid. Therefore, any assessor from West Virginia traveling out of state to conduct an assessment must first contact the West Virginia SDA who will assist, if needed, in contacting the SDA in the state to be visited. Further, any assessor invited to conduct assessments at any game held in West Virginia must get permission from the West Virginia SDA before conducting any assessment in West Virginia. Anyone inviting the assessor (or the assessor himself or herself) should contact the West Virginia SDA.

Rule 4. INSTRUCTORS

It is the policy of USSF and the State Referee Program that all activities conducted for the purpose of referee, assessor, or instructor training or which may be used to satisfy referee training requirements, be done in coordination with the State Director of Instruction. This policy is consistent with the policies and procedures of USSF and is proper protocol. This policy pertains to all classes, clinics, and any other form of instruction provided to referees, instructors or assessors within the West Virginia service area. The purpose of this policy is not to restrict such training but rather to ensure that all such training is coordinated, that the SDI is aware of what is being presented, and that proper publicity is given to all appropriate referees. Anyone wishing to invite a guest presenter from another state should first coordinate with and get the permission of the West Virginia SDI.

POLICY 104—SOCIAL SECURITY NUMBERS

Rule 1. RELEASE BY ORGINIZAION

Social security numbers may not be released outside the State Referee Program (SRP) or WVSA Office to anyone, including clubs, leagues, or certified assignors. Any list provided by the SRP will not include social security numbers. To assist in identification, the Office establishes an index for each individual that consists of first name, last name, telephone number, and birth date. This index will be included as a field in a list the Office provides.

Rule 2. RELEASE BY INDIVIDUAL

There is nothing that prohibits a club, league, or assignor from requesting a social security number directly from an individual. The prohibition only applies to the SRP, preventing it from providing the social security numbers.

PART II—REFEREE POLICIES

POLICY 201—PART YEAR REGISTRATIONS

Any referee registered during the current calendar year, after the date the United States Soccer Federation has terminated referee registrations for the current calendar year (normally around August 31), will be registered for the next calendar year but may referee for the balance of the current calendar year and will be covered by the Federation’s liability insurance policy for the balance of the current year as well as the next calendar year.

PART III—ASSESSMENT POLICIES

POLICY 301—FIELD EVALUATION REQUIREMENTS

Rule 1. GENERAL

This policy amplifies the field evaluation requirements that are contained in the current Criteria for Certifying and Upgrading Referee Tables in the United States Soccer Federation (USSF) Referee Administrative Handbook. Referees, Assessors, and Area Directors for Referee Assessment within the West Virginia State Referee Program must comply with this policy for the purpose of referee upgrade and recertification. Referees seeking to obtain assessments out of State must also comply with appropriate SRP policy for officiating out of state.

Rule 2. ASSESSMENT CRITERIA

Section 1. Type of Match. Formal assessment will only be performed on matches scheduled for two full 40 minutes halves, between two USSF member teams. While some assessments may require a higher level of competition, minimum age level for formal assessments will be U15. Developmental and Guidance Assessments may be performed at any level of competition on matches of any duration. However, there is still a requirement that both teams be currently USSF affiliated.

Section 2. Formal Assessments. These are assessments required to meet standards for referee upgrade or recertification.

Section 3. Officiating Team. The officiating team shall consist of a referee and two assistant referees using the diagonal system of control. All officials must be currently USSF registered. Formal assessments will not be performed on matches that employ the one-man system or use club “linesmen.”

Section 4. Assessor. For formal assessments, only assessments assigned by the State Director of Referee Assessment (SDA) or the designated alternate will be accepted. Assessors must be currently registered with USSF and be the appropriate grade for the level of assessment that is being performed. Additional requirements on assessor grade and assignment approval are listed below.

Section 5. Reports. For all formal assessments, assessors will use the Report of Assessment of Game Officials form and provide written feedback to each member of the officiating team through an Assessor Feedback to Game Official form. Referees should expect to receive an oral debrief following the match and a written Feedback Report from the assessor within ten days of the match. Assessors must file their Report of Game Officials form with the SDA and SRA within 10 days of the match.

Section 6. Rating of Further Evaluation. If an official receives a Further Evaluation rating during the year, the official must obtain two acceptable assessments (in that position) if the assessment is required as part of an upgrade process or to meet annual recertification requirements. Example: A Grade 6 referee receives a Grade Retention rating during an annual maintenance assessment. Later in the year, this official, while refereeing a match that an assistant referee has requested an assessment, receives a rating of Further Evaluation. This referee must have another acceptable assessment as a referee in order to have two acceptable assessments for the Further Evaluation rating.

Section 7. Timing of Assessment. It is the referee’s responsibility to meet the recertification and upgrade requirements within a given year. For upgrades that require multiple assessments, it is recommended that these assessments be spaced to give the official the opportunity to practice the recommendations that are provided during the feedback sessions. Area Directors of Referee Assessment should assist the referees in managing the timing of assessments.

Section 8. Number of Assessments in a Calendar Day. USSF guidelines dictate that an official may only count one assessment in any calendar day regardless of the position being assessed. For circumstances where there is more than one assessment scheduled in a day, the officials are responsible for informing the assessor(s) which match will be counted for which official. The assessor should assist the officials by reminding them of this requirement. If the officials fail to declare prior to the first match, then only the first assessment of the day will count.

Rule 3. REFEREE CLASS 1 (GRADE 7) UPGRADE

Section 1. Type of Match. Youth U-15 competitive and above to include adult senior amateur matches.

Section 2. Assessor. Any currently certified USSF Assessor (Associate Assessor through National Assessor) is qualified for this level of assessment. It is recommended that new Associate Assessors not be initially assigned upgrade assessments, even at this level, until they have gained some experience working with a mentor, conducting guidance and developmental assessments, and having gained limited experience conducting annual maintenance assessments.


Rule 4. STATE REFEREE CLASS 2 (GRADE 6) UPGRADE

Section 1. Type of match. (1) Of the two field assessments as a referee, at least one must be on an adult amateur match. The other match may be on a Youth U15 level of competition. (2) The field evaluation as an assistant referee must be on an adult senior amateur match or on a youth match at the U15 Youth Regional level or higher.

Section 2. Assessor. The SDA or SRA must approve the assessor.

Rule 5. STATE REFEREE CLASS 2 (GRADE 6) ANNUAL FIELD EVALUATION REQUIREMENT

Section 1. Requirement. Each State Referee must obtain an annual field evaluation as a referee to fulfill registration requirements.

Section 2. Type of match. The level of competition is the same as it is for upgrade. However, it is recommended that the referee use the assessment as an opportunity to grow his/her officiating skills. Therefore the level of competition should test the official’s skills.

Section 3. Assessor. The SDA or SRA must approve the assessor.

Rule 6. STATE REFEREE CLASS 1 (GRADE 5) UPGRADE

Section 1. Type of match. All assessments (two referee and one assistant referee) for this level of advancement must be done at the Top Amateur Division 1 level of competition. The SDA will provide Leagues that provide the level of competition appropriate for this level of evaluation. One of the assessments may be at the Youth U15 level, provided the match is the Regional Youth Finals (or higher). It is suggested that if possible the field evaluation for Assistant Referee be accomplished on a Professional Match (D3 level or higher).

Section 2. Assessor. Every effort will be made to assign either a State Assessor (who is currently or who has been a National Referee), a Provisional National Assessor, or National Assessor to these matches. All assignments for this level of upgrade will be coordinated with the SDA prior to the assessment.

Rule 7. STATE REFEREE CLASS 1 (GRADE 5) ANNUAL FIELD
EVALUATION

Section 1. Requirement. Each State Referee must obtain an annual field evaluation as a referee to fulfill registration requirements.

Section 2. Type of match. The level of competition is top amateur Division I league matches.

Section 3. Assessor. Any Provisional State Assessor or higher. It is recommended that State 1 Referees that are preparing for advancement to National Candidate be assessed by either a Provisional National Assessor or National Assessor.



POLICY 302—FOCUS OF ASSESSMENTS

Rule 1. GENERAL
Assessors perform assessments within the State Referee Program (SRP) to assist referees at all levels of the game to improve and sharpen their officiating skills. The assessment program is one of several elements of the SRP to help improve the quality of support it is able to provide to our customers, the youth and amateur soccer programs in the state.

Rule 2. APPROACH
Assessors should approach each match as an objective observer of the officiating team’s performance in executing their duties and responsibilities. An assessor translates his or her observations into constructive feedback to reinforce areas of high proficiency and to identify areas of weakness with suggested changes that will help the officials improve and sharpen their officiating skills.

Rule 3. FEEDBACK TO SRP
At the same time, the assessor is serving the SRP by providing feedback on the referee’s ability to effectively officiate at the level of competition consistent with his referee grade (or requested upgrade). Objective, honest observation of the official’s performance will allow the assessor to meet both feedback requirements.

Rule 4. PRIORITIES
An assessor approaches each assessment with these priorities in mind: Reinforce good practices, identify potential problem areas and recommend solutions, and make a factual report of the official’s abilities to the SRP. The guiding principle for all assessments in the state should be the same: Help the official become a better referee.

POLICY 303—ASSESSMENT FEES AND ASSESSOR PAY

Rule 1. GENERAL

This policy is effective January 1, 2000. It applies for assessments assigned by the State Director of Assessment (SDA) or the State Referee Administrator (SRA) conducted within the scope of the West Virginia State Referee Program. Any exceptions to this policy must be submitted in writing to the SDA for approval.

Rule 2. ASSESSMENT FEE

The assessment fee will be equal to the match fee for the referee in the game being assessed. This fee will be the same regardless if the official requesting the assessment is attempting to fulfill a referee or assistant referee field evaluation requirement.

Rule 3. PAYMENT PROCESS

Referees requiring assessments will coordinate with the State Director of Assessment or State Referee Administrator (SRA) and the appropriate referee assignor (if applicable). When a match assignment is made, the referee should verify an assignor. Upon receipt of the Referee feedback form from the assignor the referee is to mail a check for the game fee to the assignor.

Rule 4. ASSESSOR PAYOUTS

Section 1. Payments will be tied to the completion of all required paperwork. Feedback forms should be in the possession of referees that were assessed within 10 days following the match. The Report of Assessment should be to the SDA and a copy to the SRA within 10 days of the match. (While these timelines are in keeping with USSF policy, the state recommends that whenever possible the assessor completes all required paperwork within 48 hour of the match.) On receipt of the Report of Assessment the referee will send the assessor a check for the game fee. If for some reason the referee’s payment for the assessment is delayed, the State Referee Program will not allow the use of the assessment for upgrade or grade retention use and will not allow the referee to recertifiy if not paid by registration time.

Section 2. Reports of delinquent written feedback to the officials or delinquent report of assessments to the SDA will be reviewed and where appropriate, penalties initiated.

Section 3. New Associate Assessors will have mentors assigned to their first three full assessments. For these assessments with assigned mentors the Associate Assessor will be paid $10 per assessment. The experienced Assessors who serves as mentor for new Associate Assessor will be paid $20 for providing oversight and assistance during the match and with the preparation of the Feedback and Report of Assessment paperwork. Timelines for paperwork for Associate Assessor with mentor oversight will be10 days for Feedback to the match officials and 15 days to the SDA.

Rule 5. TRAVEL REIMBURSEMENT

When assessment requirements cannot be met within the resources of the local area, the SDA or SRA may request assistance from throughout the state. The State Referee Program will reimburse assessors who are required to travel over 50 miles (one way) to perform an assigned assessment. Authorization for travel requires approval by the SDA or SRA. This is reimbursement for expenses associated with using your vehicle to fulfill assessment duties. It is not an entitlement that you can claim for travel if no personal expenses are incurred or if other options for reimbursement are available. Include a note with the Report of Assessment identifying the total miles claimed. The SDA will notify the State Referee Administrator to initiate.

NOTE: National Referees and National Referee Candidates will be responsible for the payment of any mileage fees associated with the assessments that they arrange to meet their assessment requirements.

Rule 6. CANCELLATIONS

Section 1. If an assessment can not be performed, assessors may still be entitled to compensation based on the following: If the assessor is notified before departing to the field that the match has been cancelled or is not assessable, then no compensation will be paid.

Section 2. The official requesting the assessment is responsible for compensating the assessor in those cases that the assessor reports to the field for the match, the match is not played, but the officiating team is still paid by the league/teams. The compensation rate for the assessor is the game fee.

Section 3. In situations where the assessor reports to the field, but the match is not played and the referee is not paid or the match is played but it is not assessable (e.g., assistant referee(s) are not present, schedule was changed and the teams playing are not appropriate for the level of the assessment, etc.), then the Referee will compensate the assessor the game fee for the assignment.

NOTE: Matches that are deemed by the assessor to be non-competitive (i.e., not a sufficient test for the official) are deemed to be full assessments. Payment for these matches will be at the normal match fee schedule and will be the responsibility of the requesting official.

Rule 7. ASSESSMENTS FOR CUP GAMES

WVSA and the Cup Committee have supported assessments at cup games by paying Assessors at the center referee rate. These are normally developmental assessments and this practice will continue based on availability of Assessors and funds.

POLICY 304— DISTRIBUTION OF ASSESSMENT FORMS

Rule 1. PURPOSE

The purpose of this policy is to provide direction within the West Virginia State Referee Program on the distribution of completed assessment forms.


Rule 2. OBJECTIVE

The objective of this policy is to provide confidentiality of the completed report while providing those with a “need to know” access to the information necessary to (1) approve officials for upgrading, (2) assign officials to various level of games based on the officials’ competency, (3) develop lists of officials who are in the top 10 or 20 in their grades, and (4) allow for training of assessors.

Rule 3. GENERAL POLICY

Section 1. The following individuals at the State Association level may have access to completed assessment reports (numeric ratings and feedback), as a normal function of their assigned duties:
(1) State Director of Assessment (SDA)
(2) State Referee Administrator
(3) Chairman, State Referee Committee

Section 2. Without the distribution of the reports, the State Referee Committee may discuss assessment results for the purposes of referee training, development, upgrade, or selection for tournament or other special appointments. Assessment reports are to be viewed as a tool for referee development and not as a document to be accessed in a disciplinary or review for action forums.

Section 3. The Chairman of the National Referee Committee may approve disclosure of assessment information to officers of the United States Youth Soccer Association and the United States Amateur Soccer Association upon request in writing from those officers. The request will be coordinated directly between the organizations requesting the data and the Chairman of the National Referee Committee with an information copy being provided to the SDA.

Section 4. Assessor mentors may work with new or newly upgraded assessors in the development of the assessment reports and feedback forms provided the mentor participated with the assessor in the field evaluation.

Rule 4. DISTRIBUTION

Section 1. Copies of the Report of Assessment of Game Officials for Grade 5 Referees and below go to the SDA and SRA of the state the officials are currently registered. For Grade 5 Referees who are National Referee Candidates, copies of report are forwarded to the appropriate SDA, the Regional Assessor Coordinator, and the National Referee Office. Should a National Referee fail an assessment, a copy of the Report of Assessment and Feedback Report will be also be sent to the National Director of Referee Assessment.

Section 2. Assessments for matches associated with assignments that are posted on the US Pro Soccer Web-site, will be done directly on line. This will negate most of the distribution requirement. Follow current US Soccer guidelines for distribution requirements with the National Office.

PART IV—INSTRUCTOR POLICIES

POLICY 401—INSTRUCTOR CERTIFICATION

Rule 1. MINIMUM REQUIREMENTS

The minimum requirements for instructor certification are as follows:

(1) Referee grade: achieved grade of Referee, Grade 2 (R-8).
(2) Soccer experience: a combination of experience totaling five years, where that experience is divided among at least two of the following areas: player, coach, referee.
Note: A maximum of one-half of this experience may be from another sport where the skills are related to soccer.
(3) Training experience: experience delivering training totaling three years.
Note: Related experience may be substituted where appropriate.
(4) Candidates wishing to be considered must submit a resume to the SDI and SRA.

Rule 2. INSTRUCTOR PAY

The instructor pay is as follows:
(1) New referee clinic (16 hours): $120.
(2) Recertification clinic(4 hours): $ 30.
(3) One-day clinic (8 hours): $ 60.

Expenses are to be paid in addition to the above fees travel, hotel, etc.

The club/league/association is responsible for the instructor’s fees. All classes must be coordinated between the instructors and the local organization. Recruitment of referees and advertisement of the class is the responsibility of the local organization. Due to the size of our local club/league/associations the minimum number of students will be determined by the local organization. Clubs/leagues/associations are encouraged to coordinate classes for multi county areas when possible to reduce the class load and reduce expense of the program.

PART V—POLICIES APPLICABLE TO STATE ASSOCIATIONS

POLICY 501—ASSIGNMENT OF REFEREES FOR WVSA STATE GAMES

Rule 1. RESPONSIBILITY FOR ASSIGNMENT

The assignment of referees for WVSA “state games” is the responsibility of the State Referee Administrator (SRA) with guidance from the State Referee Committee (SRC). The WVSA Board of Directors, or its designee, shall be responsible for specifying which games are “state games” prior to the beginning of each year. That specification will be made sufficiently in advance so that the SRA, consistent with this policy, will have adequate time to ensure that referees are assigned to state games commensurate with the level of play at each of the state games competitions. The SRA will advise the WVSA President about all activities associated with the assignment of referees for state games.

Rule 2. STATE GAMES ASSIGNOR-COORDINATOR (SGAC).

The SRA shall appoint a State Games Assignor-Coordinator (SGAC) who will assist the SRA with the responsibility for overseeing the assignment of state games. The SGAC will report to the SRA.


Rule 3. REFEREE LISTS

The SRA will provide the SGAC with lists of referees that are to be given the opportunity, in furtherance of the State Referee Program (SRP) of the SRC to provide for increased and improved referee development, to referee at state games. The lists are not meant to be restrictive, but are intended to provide the names of referees who should be considered first when referee development opportunities arise. When appropriate, the SRA will also provide the SGAC with a list of referees who are available to work state games. The SGAC shall report to the SRA on all matters related to referee performance and referee development related to state games.

POLICY 502—RESPONSIBILITIES

Rule 1. WVSA BOARD OF DIRECTORS

The WVSA Board of Directors provides guidance for all state games and the SRP.

Rule 2. STATE GAMES ASSIGNOR-COORDINATOR (SGAC)

The SGAC is appointed by the SRA. The primary responsibility of the SGAC is to assist the SRA in assigning referees to all state games. This responsibility includes assisting the selection, of referees for state games, the selection and instruction of referee assignors for state games, the procedures for the payment of referees and referee assignors, and monitoring referee performance at state games. The SGAC shall screen prospective referee assignors for state games preliminary rounds and supervise all referee assignors engaged to assign referees to state games preliminary rounds. The SRA with the assistance of the SGAC shall be solely responsible for the assignment of all State Cup semi-finals and finals games and above (or quarter- final games and above if centrally located). The SGAC is also responsible for assisting the SRA in monitoring the level of coverage and activities that may occur at state games, including all referee assaults and abuses and referee misconduct.

Rule 3. DISTRICT REFEREE ASSIGNORS

Consistent with this policy, including the guidelines of this policy, the SGAC is responsible for selecting referee assignors for state games in the areas of the assignors, with the approval of the SRA. They will work with WVSA and report to WVSA through the SGAC. The assignors are responsible for ensuring that referees cover games for which they are responsible. In addition, assignors will ensure that referees are paid as provided by WVSA.

Rule 4. STATE REFEREE ADMINISTRATOR (SRA)

The SRA is responsible for referee assignments to state games, as provided in this policy. This responsibility includes ensuring that referees are aware of all state games and encouraging referees to referee these games. When appropriate, the SRA may require referees in the SRP to make themselves available to referee state games, with such requirement consistent with the policies of the United States Soccer Federation (USSF) and the SRC, especially in regard to the priority of games and the requirements related to timeliness in requiring referees to change games to which they are assigned to referee.

Rule 5. STATE DIRECTOR OF ASSESSMENT (SDA)

The SDA is responsible for ensuring that all State Cup semi- final games and above (or
quarterfinal games and above if centrally located) are assessed.

POLICY 503—GUIDELINES

Rule 1. STATE GAMES ASSIGNOR-COORDINATOR (SGAC)

The individual appointed for the position of SGAC by the SRA must be an experienced USSF certified assignor, familiar with state games and the requirements associated with state games. The SGAC may personally assign state games, but shall use referee assignors for state games in the areas of assignors to the maximum extent possible. The SGAC shall work with the SRA to assign all State Cup semi- final games and above (quarter- final games and above if centrally located).


Rule 2. AREA REFEREE ASSIGNORS

Area referee assignors selected to assign referees to state games in their areas must be USSF-certified assignors, familiar with the requirements for state games.

PART VI—SRP JOB DESCRIPTIONS

POLICY 601—CHAIRMAN, STATE REFEREE COMMITTEE

Title: Chairman, State Referee Committee

Function: To provide support to the SRA, SDI, SDA, and SAC for carrying out the State Referee Program (SRP) administered by the State Referee Committee (SRC) for the State Association of West Virginia Soccer Association, Inc. and ensures compliance with the National Referee Development Program of the United States Soccer Federation through the SRP.

Requirements: Possess leadership capabilities.
Knowledge of the National Referee Development Program, including instruction, assignment, recruitment, retention, and promotion of referees. Ability to coordinate the referee matters of the State Association. Ability to work in harmony with all Federation members and local officials in the development of the National Referee Development Program.

Appointment: The State Association appoints The Chairman.

Term: The Chairman is appointed for a term of two years and may be re-appointed. Each term begins on January 1 of each odd- numbered year.

Reports: The Chairman reports to the SRC and the State Association.

Responsibilities: The Chairman is responsible for—
(1) Communicating and consulting with the SRC.
(2) Coordinating with the SRA concerning activities of the SRP, including oversight of the financial activities of the SRP and the preparation of the SRP budget, the newspaper, overseeing proposed planning, policies, and requirements in cooperation with the WVSA Office and the WVSA Sec/Treas.
(3) Preparing or approving all SRC reports and proposals.
(4) Ensuring that all activities of the SRP are carried out, including adopted plans, policies, and requirements.
(5) Appointing individuals to subcommittees to assist with SRC activities.
(6) Representing the SRC at meetings.
(7) Coordinating with the SRA the selection of referees for Cup competitions, ODP activities, and other special activities and events of the State Associations.
(8) Presiding at all meetings and activities under the responsibility of the SRP.
(9) Appointing for the State Association hearing committees to consider and decide cases involving complaints of misconduct away from matches by game officials.
(10) Working with the DRR’s to coordinate activities.

To fulfill the above responsibilities the SRC:

Must: (1) Set Calendar for Committee and staff meetings.
(2) Keep abreast of the Laws of the Game, Procedures for Referees, ATR, Referee Administrative Hand Book, WVSA Rules and Procedures, WVSA Referee Policy Manual Coordinate quarterly articles for the Mountain kicker newsletter, concerning the referee program.
(3) Coordinate information for the WVSA web site concerning the referee program.
(4) Recruit DRR’s from each district, considering input from SRA.
(5) Communicate with the USSF Referee Committee members as appropriate.
(6) Communicate with State Association and attend State Board meetings. File copies of all Committee meeting minutes and other action reports with the State Office.
(7) Participate in training session and tournaments in the state.
(8) Assist in the organization of subcommittees with the identification of goals, time frames, and progress measurement.
(9) Be informed (with the SRA) of all issues that could result in referee discipline and ensure proper policies are followed.

Need: (1) Attend SRC workshop, file reports with SRC and distribute information within a week of return from clinics or workshops. Arrange for an alternate staff member to attend if unable to attend.
(2) Develop a State Referee Camp for youth and adults, classroom, field, and games, in cooperation with the SDI and SDA.
(3) Write referee related materials for West Virginia Mountain Kicker.
(4) Write Material for WVSA referee section of web page.
(5) Attend USYSA workshop if SRA cannot.

Wish: (1) Assist and guide committee members to successfully meet their goals.
(2) See that all committee members have and use email and other computer software that can aid the Organization.
(3) Develop web-based game incident reporting.
(4) Develop web-based email accounts at the WVSA site for all committee members
(5) Have SRC names and contact information, including email addresses, on the WVSA web site.
(6) Attend and address referees at all state tournaments and training sessions.
(7) Attend USYSA workshops with SRA, SDA, SDI, and SAC.
(8) Develop relationships with other SRC Chairs to exchange solutions to problems faced.
(9) Develop working relationship with NASO and other associations of sports officials in WV to share resources in addressing the common problems of recruitment, training, and retention.

POLICY 602—STATE REFEREE ADMINISTRATOR

Title: State Referee Administrator (SRA)

Function: To carry out the State Referee Program (SRP) administered by the State Referee Committee (SRC) for the State Association of West Virginia Soccer Association, and to carry out the National Referee Development Program of the United States Soccer Federation through the SRP.

Requirements: Administrative ability, knowledge of the needs of the SRP, and ability to work with State Association and local officials. The SRA may be a member of the Board of Directors or Executive Committee of a State Association but may not be the president or chief officer of a State Association.

Appointment: The State Association appoints The SRA.

Term: The SRA is appointed for a term of two years and may be re-appointed. Each term begins on January 1 of each odd-numbered year.

Reports: The SRA reports to the State Board, coordinates SRP activities with the Chairman of the SRC, coordinates with the WVSA Office and reports to the Federation’s Referee Committee.

Responsibilities: The SRA is responsible for—
(1) Registration of referees, assessors, instructors, and assignors .
(2) Carrying out the Federation National Assessment Program for the SRP through the State Director of Assessment.
(3) Supervising the technical staff of the SRP (SRA, SDA, and SDI), the State Assignor Coordinator, and the State Games Assignor-Coordinator, and District Referee Representatives, assessors, instructors, assignors.
(4) Carrying out the Federation Referee and Referee Instructor Development
Program for the SRP through the State Director of Instruction.
(5) Carrying out the coordination of referee assignments through the State Assignor Coordinator.
(6) Identifying and training National Referee candidates.
(7) Maintaining all necessary administrative records of the SRP office.
(8) Filing necessary reports with, responding to inquiries of, and communicating with the Federation National Referee Office.
(9) Maintaining supplies at the SRP office.
(10) Carrying out the programs and directives of the SRC.
(11) Communicating with referees, assessors, instructors, and assignors concerning interpretations of the Laws of the Game, Law changes, publications, clinics, courses, and other areas.
(12) Preparing and administering the SRP budget in coordination with the WVSA Office and the WVSA Secretary/Treasurer.
(13) Presiding at meetings and other activities of the SRP in the absence of the Chairman.
(15) Other matters as provided by the Federation’s National Referee Manual and the SRC.

To fulfill the above responsibilities:

Must: (1) Distribute referee lists.
(2) Keep abreast of the Laws of the Game, Procedures for Referees, ATR, Referee Administrative Hand Book, WVSA Rules and Procedures, WVSA Referee Policy Manual.
(3) Process Registration forms (Referee, Instructor, Assessor, and Assignor).
(4) Forward fees to state office.
(5) Forward Registration fees and forms to USSF Referee Office.
(6) Communicate with USSF Referee Office to maintain supplies of Law Books, Procedures books, ATR, Referee administrative Handbooks, patches, and Assessment forms.
(7) Compile WVSA Referee Program Annual report to USSF.

POLICY 602 B—STATE YOUTH REFEREE ADMINISTRATOR

Title: State Youth Referee Administrator (SYRA)

Function: To assist in carrying out the State Referee Program (SRP) administered by the State Referee Committee (SRC) for the State Association of West Virginia Soccer Association, and to assist with carrying out the National Referee Development Program of the United States Soccer Federation through the SRP.

Requirements: Administrative ability, knowledge of the needs of the SRP, and ability to work with State Association and local officials. The SYRA may be a member of the Board of Directors or Executive Committee of a State Association but may not be the president or chief officer of a State Association.

Appointment: The State Association appoints The SYRA.

Term: The SYRA is appointed for a term of two years and may be re-appointed. Each term begins on January 1 of each even-numbered year.

Reports: The SYRA reports to the SRA and SRC, coordinates SRP activities as identified in responsibilities, coordinates with the WVSA Office and reports to the SRA

Responsibilities: The SYRA is responsible for—

(1) Working with the State Assignor Coordinator, the State Games Assignor-Coordinator, District Referee Representatives, local referee assignors and member clubs/associations
(a) Secure nominations for Youth Referee of the Year male and female
(b) Secure nominations of referees for Regional Championships (get shirt sizes and
secure shirts for referees and assessor selected to attend the tournament)
(c) Secure nominations of referees for Regional ODP (get shirt sizes and
secure shirts for referees and assessor selected to attend the tournament)
(d) Recruiting referees for Open Cup
(e) Recruiting referees for State Cup
(f) Recruiting referees for entry level training classes
(g) Recruiting referees for Kohls Cup
(h) Assisting with recruiting referees for state sanctioned local tournaments.
(2) Carrying out the programs and directives of the SRC and SRA.
(3) Assist in recruiting referees, assessors, instructors, and assignors candidates.
(4) Assist in Intermediate or Advanced referee clinics, referee camp, ITIP, etc.)
(5) Attend USSF SRA/SYRA workshop
(6) Attend other State, Regional and USSF meetings as needed
(7) Other matters as provided by SRA and SRC or referee policy manual.



To fulfill the above responsibilities:

POLICY 603—STATE DIRECTOR OF REFEREE ASSESSMENT

Title: State Director of Referee Assessment (SDA)

Function: To carry out the National Referee Assessment Program for the State Referee Program (SRP) administered by the State Referee Committee (SRC) for the State Association of Virginia Soccer Association, Inc

Requirements: Recommended by the SRA and SRC based on qualifications and approved by the State Association.

Demonstrated competency in—
(1) Administration, programs planning, and program implementation.
(2) Referee assessment.
(3) The ability get along with officials of referee administration at the local, State Association, regional, and national levels.

Appointment: The State Association on recommendation of the State Referee Administrator (SRA) appoints The SDA with the concurrence of the National Director of Referee Assessment.

Term: The SDA is appointed for a term of two years and may be re-appointed. Each term begins on January 1 of each even- numbered year.

Reports: The SDA reports to the SRA with functional responsibility to the National Director of Referee Assessment.

Responsibilities: The SDA is responsible for —
(1) Carrying out, in coordination with the SRA, the programs of the National Referee Assessment Program and developing programs for the SRP as needed to meet this responsibility.
(2) Working with the SRA to train and develop sufficient assessors to meet the assessment needs of the SRP.
(3) Organizing a program for developing, testing, and upgrading assessors and recommending upgrades to the National Director of Referee Assessment.
(4) Coordinating the registration and certification of referee assessors according to Federation criteria.
(5) Maintaining records and preparing statistics related to referee assessments and developing a database for the SRP to maintain these records and statistics.
(6) Developing a program for submitting all assessments of national, international, and State I referees to the National Director of Referee Assessment for inclusion in the national database.
(7) Keeping the National Director of Referee Assessment informed about the operation of the assessment program within the SRP.
(8) Maintaining contact with assessors registered with the SRP and promoting their welfare.
(9) Making recommendations to the SRA about appointments as Area Directors of Referee Assessment.
(10) Providing expertise in connection with State Referee selection, game assignments, and other information required by the SRA.
(11) Maintaining an adequate supply of assessment forms and supporting materials to meet SRP needs.
(12) Providing routine feedback to the State Director of Referee Instruction (SDI) about problems identified the SRP assessment program, to enable the SDI to plan instructional programs to correct the problems.
(13) Performing other responsibilities in connection with the SRP assessment program as determined by the SRC.

To fulfill the above responsibilities:

Must: (1) Keep abreast of the Laws of the Game, Procedures for Referees, ATR, Referee Administrative Hand Book, WVSA Rules and Procedures, WVSA Referee Policy Manual.
(2) Identify training needs and opportunities for assessors.
(3) Identify training needs and opportunities for referees.
(4) Coordinate Associate Assessor training classes.
(5) Work with assessors to upgrade.
(6) Compile annual assessment report for WVSA Referee Program USSF Report.
(7) Communicate with USSF Director of Assessment to maintain current training and information for Assessors.
(8) Based on Assessments and feedback inputs curriculum recommendations to the SDI, SRA, Chair-SRC for referee recertification and clinics.
(9) Annual evaluation of Assessors and Assessor program.
(10) Develop in conjunction with rest of the staff an annual recertification program for Assessors to be complete and forms to SRA by December 15.
(11) Coordinate Upgrade and grade retention Assessments.

(12) Develop a plan to identify a list of the best referees in the state for development for State Tournaments and Regional or National Tournaments with SRA, SDI, and SAC.
(13) Provide input for selection of Assessors for ODP, Regional, and other tournaments.

Need: (1) Attend the USSF SDA workshop, file reports with Chair-SRC and distribute information within a week of return from clinics or workshops.

Function: To carry out the National Referee Instructional Program for the State Referee Program (SRP) administered by the State Referee Committee (SRC) for the West Virginia Soccer Association, Inc.

Requirements: Recommended by the SRA and SRC for approval to the State Association based on qualifications.

Demonstrated competency in—
(1) Planning, designing, implementation, and administration, including the ability to bring projects to a conclusion.
(2) Instructing and training.
(3) Knowledge of the Laws of the Game, including referee procedures, techniques, and mechanics.

Appointment: The State Association on the recommendation of the State Referee Administrator (SRA) appoints The SDI with the concurrence of the Federation Regional Referee Instructor and the National Director of Referee Instruction.

Term: The SDI is appointed for a term of two years and may be re-appointed. Each term begins on January1 of each even-numbered year.

Reports: The SDI reports to the SRA with functional responsibility to the National Director of Referee Instruction.

Responsibilities: The SDI is responsible for—
(1) Developing, implementing, evaluating, and providing at least five hours of in-service training for all grades of referees registered through the SRP and ensuring that all such in-service training programs are up-to-date and conform to Federation guidelines.
(2) Conducting entry- level referee courses.
(3) Conducting written tests for referees and a physical fitness test for grade 7 referees and higher for recertification.
(4) Providing at least 6 hours of preparatory training for National Referees and candidates for National Referee.
(5) Supervising and evaluating the instructional staff of the SRP.
(6) Recommending instructors for upgrading, and dismissing instructors, and reporting all such recommendations and dismissals to the National Director of Referee Instruction, the Federation’s National Referee Office, and the SRA.
(7) Conducting Federation-approved entry- level instructor courses (Associate Referee Instructor) and instructional theory into practice (ITIP) referee instructor courses.
(8) Convening all instructors at least once a year to maintain communications and continuity of the Program.
(9) Approving the assignments of all instructors, including instructions of the SRP instructing outside the jurisdiction of the SRP, using guidelines in the National Referee Manual.
(10) Approving all non-Federation-approved instructional materials to be used by the SRP.
(11) Being the sole interpreter of the Laws of the Game for the SRP, disseminating standardized interpretations.
(12) Acting as liaison among all members involved in the instructional program of the SRP for all matters related to instruction and the application and interpretation of the Laws of the Game.
(13), Assisting the State Director of Referee Assessment, on request, in matters related to instruction and the application and interpretation of the Laws of the Game.
(14) Advising members of the State Association on the application and interpretation of the Laws of the Game, on request and as the SDI believes is appropriate.
(15) Acting as liaison among appropriate officials in matters concerning interstate teaching assignments.
(16) Maintaining communications with the SRC, especially the SRA.
(17) Coordinating entry level and recertification classes with the members of the West Virginia Soccer Association and the instructors.

To fulfill the above responsibilities:

Must: (1) Keep abreast of the Laws of the Game, Procedures for Referees, ATR, Referee Administrative Hand Book, WVSA Rules and Procedures, WVSA Referee Policy Manual.
(2) Work with USSF Director of Instruction to maintain current training programs and distribute to Instructors.
(3) Compile training report for WVSA – USSF annual report on training.

Title: State Referee Assignor Coordinator (SAC)

Function: To coordinate referee assignments involving youth games by assignors registered with the State Referee Program (SRP) administered by the State Referee Committee (SRC) for the State Association of West Virginia Soccer Association.


Requirements: Administrative ability, knowledge of the needs of the SRP, and ability to work with State Association and local officials, including assignors. Working knowledge of needs of assignors and assignment of referees.

Appointment: The State Association on recommendation of the SRA appoints The SAC.

Term: The SAC is appointed for a term of two years and may be re-appointed. Each term begins on January 1 of each odd-numbered year.

Reports: The SAC reports to the State Referee Administrator (SRA).

Responsibilities: The SAC is responsible for—
(1) Maintaining contact with assignors registered with the SRP.
(2) Coordinating with the assignors registered with the SRP the referee assignments made by those assignors.
(3) Ensuring that assignors are aware of the order of priority of games in making referee assignments.
(4) Ensuring that assignors have up-to-date referee lists.
(5) Assisting in resolving conflicts concerning referee assignments.

To fulfill the above responsibilities:

Must: (1) Maintain current list of all the assignors in the state (recreational, travel, tournament, etc.).
(2) Distribute referee lists.
(3) Keep abreast of the Laws of the Game, Procedures for Referees, ATR, Referee Administrative Handbook, WVSA Rules and Procedures, WVSA Referee Policy Manual.
(4) Recruit Assignors for Assignor certification training.
(5) Coordinate Assignor training clinics with the SDI.
(6) Develop a plan to have Assignor recertification complete and all forms into SRA by December 15.
(7) Work with the local assignors to identify the best referees in the state for development for State Tournaments and Regional or National Tournaments with SRA, SDI, and SDA.

(3) Writes Assignor related articles for West Virginia Mountain Kicker.
(4) Writes postings on assignor topics for the WVSA web page referee section.

POLICY 607—DISTRICT REFEREE REPRESENTITIVE

Title: District Referee Representative (DRR)

Function: To coordinate identification of referees for Upgrades, State Cups and games, Regional Events and assist in getting nominations for Youth and Referee of the year from the member clubs/leagues in their district. Identify referee needs for instruction, assessment, mentoring and development.

Requirements: Knowledge of the needs of the referee program in their District, ability to work with the Assignors, Instructors, Assessors and Officers in their District and with the SRA, SRC, SDA, SDI and SAC.

Appointment: Selection based on willingness to work and qualifications. Selected by the SRC, SRA, SDI, SDA, and SAC with the input of the clubs from the district.

Term: The appointment is for a term of two years and may be re-appointed. Each term begins January 1. Districts 1, 3, 5 are appointed in odd-numbered years, and Districts 2, 4, 6 are appointed in even numbered years.

Reports: The DRR reports to the State Referee Committee Chair (SRC)

Responsibilities: The DRR is responsible for –

(1) Maintaining contact with assignors registered with the SRP.
(2) Coordinating with the clubs/leagues in their district to identify referees for state cups, mentoring, assessments and regional cups
(3) Ensuring selection of referee and youth referee of the year from the clubs/leagues in their district.
(4) Assisting with topic development for referees based on needs in their district
(5) Working with the SRA, SRC, SDI, SDA, SAC and other DRR’s to develop referees and the referee program.

To fulfill the above responsibilities the DRR needs to:

Musts: (1) Stay in contact with the club/league referee assignors in the district.
(2) Communications with the referees at the club/league level.
(3) Identify the best referees youth and adult for development for State, Regional and National events working with SRA, SDA, SDI.
(4) Solicit nominations from each club/league/referee association or individuals for recognition and awards, as Youth Referee of the Year.

Needs: (1) Coordinate selection and transportation of referees to in-state and out-of-state tournaments.
(2) Send copies of any assessments to the SDA.
(3) Reports to the SRC the tournaments attended, which referees went, level of assignments, etc. by the referees from that district.
(4) Forms a committee within the district to track referee attrition; why did they not recert?
(5) Contacts, with the Assignor, non-returning referees for collection of referee equipment and uniforms for distribution on a need basis.
(6) Provides feedback to the SDI, SDA, SRA, and Chair-SRC for clinic curriculum development and recerts.
(7) Advises SDA of Assessments needed for development or upgrade.
(8) Advises SDI of needs/topics for Clinics, classes, camps, etc.
(9) Writes articles on referee related topics for West Virginia Mountain Kicker.
(10) Writes postings for the WVSA web page referee section.

Wish: (1) Working with the SAC, recruits referees in the district for all soccer tournaments in the state that can provide lodging.

PART VII—HOUSEKEEPING

POLICY 701—APPROVAL

This policy shall become effective upon a majority vote of the WVSA board of Directors.

POLICY 702—AMENDMENTS

This policy may be amended by majority vote of the WVSA Board of Directors or Membership.

Appendixes may be updated to reflect current staffing and calendars without Board approval.
